			<content:encoded><![CDATA[<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">We are often asked whether there has been an increase in the number of international buyers of real estate in the greater <city w:st="on"></city>Sarasota area and Florida in general.<span>  </span>There is no doubt that there is an increasing trend of foreign buyers and if you look at the strength (or should I say the weakness) of the dollar you can surely understand why.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">In a discussion with one of my British clients recently, he summarized it by saying that properties in Florida are “half-priced”.<span>  </span>He was referring to the roughly 2 to 1 exchange rate between the US Dollar and the British Pound but he said that is exactly how people look at it.<span>  </span>The exchange rate plus the general lack of availability of comparatively beautiful properties are both factors.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">We have also been working with a real estate broker in the Czech Republic who is actively seeking investment properties for their clients in Florida.<span>  </span>The Czech Crown is strategically linked to the Euro and currently trades at about 20 CZK to 1 US Dollar.<span>  </span>When we lived in the Czech Republic (from 1996 to 2003) we had an average exchange rate of over 30 CZK to 1 US Dollar.<span>  </span>We could not afford to live there today!</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">I also worked with a Russian gentleman recently who was interested in purchasing a condominium in downtown Sarasota.<span>  </span>My Russian is not so great but having spent eight years in Central and Eastern Europe and getting to know my way around the issues helped us to overcome any slight communication set backs.</font></p>
<p><font face="Times New Roman">Another client recently asked us what we thought about the potential to sell their home to a Russian national.<span>   </span>My answer is that there is increasing demand from Russia.<span>  </span>Their question prompted me to write a separate article about the contrast in the process of buying real estate in <country-region w:st="on"></country-region>Russia vs.Florida.</font></p>

			<content:encoded><![CDATA[<p><font face="Times New Roman">A client recently asked us what we thought about the potential to sell their home to a Russian national.<span>   </span>My answer is that there is increasing demand from Russia.<span>  </span>Their question prompted me to write the following article about the contrast in the process of buying real estate in <country-region w:st="on"></country-region>Russia vs.Florida.</font><strong> </strong></p>
<p><strong><em><font face="Times New Roman">Can Russian Nationals legally purchase property in Florida?<span>  </span></font></em><font face="Times New Roman"> </font></strong></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">The answer is yes – there are no restrictions on foreign nationals purchasing real estate in Florida.<span>  </span>Of course there are a number of visa issues which need to be considered depending on a purchaser’s objectives.</font></p>
<p><em><font face="Times New Roman">What are some differences in the process of buying property in the <country-region w:st="on"></country-region>USA vs. Russia?</font></em><font face="Times New Roman"> </font></p>
<p><strong><em><font face="Times New Roman">Lending</font></em></strong><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">One significant difference is the ability to borrow money to purchase a property.<span>  </span>In Russia most personal residences are acquired with cash.<span>  </span>In the USA, it is probably the opposite – most buyers would incorporate some lending in most purchases.</font></p>
<p><strong><em><font face="Times New Roman">Realtors</font></em></strong><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">In most places in Florida, there is a central database of properties for sale, which is accessible by all realtors.<span>  </span>In addition, in most cases real estate professionals who are marketing properties agree to share their compensation with other professionals should they bring a buyer.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">In Russia, most properties are marketed by specific agencies who maintain their own personal database of properties.<span>  </span>Consistent with this approach, it is also less likely that an agent would share their compensation with another agent who brings a buyer.<span>  </span>The result is that buyer’s agents would generally make compensation arrangements with their buyers directly.</font></p>
<p><strong><em><font face="Times New Roman">Title</font></em></strong><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">In most cases in Florida, the process of ensuring ownership and legal title to a property is relatively straight forward.<span>  </span>The use of title insurance is standard. <span> </span>Title insurance is an insurance policy regarding title for the benefit of the buyer. As a consequence, the cost of title insurance is generally a transaction cost related to most sales in Florida.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">As far as I am aware, there is no title insurance concept used in Russia.<span>  </span>In fact, confirming title can be an arduous task which takes time.</font></p>
<p><strong><em><font face="Times New Roman">Costs</font></em></strong><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">We have already identified that title insurance is most likely an additional cost of acquiring a property in the <country-region w:st="on"></country-region>USA (but would not be applicable in Russia).<span>  </span>Whether the buyer or the seller pays for the insurance policy will depend on the contract and the terms negotiated between the parties.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">We also have certain types of taxes or stamps which must be purchased related to the sale of a property in Florida. These stamps are referred to as documentary stamps on the deed (the deed is the official legal document transferring title).<span>  </span>The cost of these documentary stamps is $.70 per $100 of purchase price.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">One thing that does not cost much in Florida is the notarization of documents.<span>  </span>In Russia, this fee can be as much as 1.5% of the purchase price of the property.<span>  </span>In Florida, if you have to pay the notary at all, it is a nominal fee.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">Yearly property taxes can also be much more significant in <state w:st="on"></state>Florida vs. Russia.<span>  </span>As a rule of thumb in the greater Sarasota area, we use 1.5% or 1.6% of the purchase price as an estimate of yearly taxes.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">Property insurance is also something that is readily available and in most cases recommended in Florida.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">There are also additional taxes and/or stamps related to a transaction should the purchaser be borrowing funds to acquire the property.<span>  </span>Documentary stamps on a mortgage run $.35 per $100 of mortgage and the intangibles tax is $.002 of the mortgage amount.</font></p>
<p><font face="Times New Roman"><em>In conclusion.</em></font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">In summary, there is no doubt that the number of international buyers is growing.<span>  </span>I think we can also bet on an ever increasing number of these buyers from Central and Eastern Europe and in particular Russia.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">So when you are at the beach the next time, listen to the different languages being spoken around you.<span>  </span>One of them may be Russian.</font></p>

<p>In my opinion, it depends on if you are looking at it from a macro or a micro perspective.  If you look at the overall picture for single family homes it appears inventory levels have stabilized and we may even be moving in the right direction now on a macro level.   However, on the micro level it really boils down to a community by community question.  Most communities have a very good selection of properties available and hence there is serious competition for buyers and hence downward pressure on prices.  However, there are a few communities out there with little to choose from.  This will tend to keep prices stable.</p>
<p>The condominium market may not be quite as far along.  There are still a number of condominium projects being completed which is generally pushing inventories up.  However, there are still shortages on a micro basis.  It just depends on the location and community.</p>
<p>The reality of the market is that it is still tough overall.  The positive side of things is that most of the buyers that are out there seem to be serious.  The same for sellers - this is not the time for timid Sellers who are not flexible and willing to listen to offers.</p>
<p>The most important thing to realize is that the glass is half-full and in the end the market is what you make of it.</p>

Renovations at the clubhouse are progressing and we are slowly saying goodbye to the Teal Green.  The Stadium Course renovations are in full swing and we look forward to new challenges.  All of this on the tail-end of major renovations at both guardhouses and within many Prestancia communities.  It has been a very productive year within our community to say the least.</p>
<p>It is also exciting to see an increase in junior golfers on the Club Course.  It has provided me with the incentive to get our boys out on the course again even if we have to brave the heat.  Unfortunately, one of these days they will be showing me how it is done.</p>

<p>Year to date, we have seen roughly ten residential sales on Casey Key.  This is a testimony to what the island has to offer and it&#8217;s unique status among the barrier islands.  Even after an exhaustive search up and down the coast of Florida, you will rarely find Gulf to Bay properties or Gulf to Bay access, as is the standard on Casey Key. </p>
<p>Whether it is out of shear enjoyment or a long term investment position (or as in most cases a combination of the two), now may be the best time to take advantage of everything Casey Key has to offer.</p>
